Infraco

Poolside Infrastructure Company, called “PIC infraco” in Latent.Space, develops Project Horizon, an AI data center campus in West Texas.

Infraco is Latent.Space’s shorthand for Poolside Infrastructure Company (PIC), an infrastructure developer supporting AI development. Its flagship project is Project Horizon in unincorporated Pecos County, Texas. In its August 17, 2026 announcement, PIC described the campus as a 400 MW data center under development—a development figure rather than operating capacity.[1][2]

PIC was founded in 2026. Latent.Space reported that it spun out in January that year. On August 17, PIC announced Justin Lagasse as chief financial officer and identified Robert Bonar as CEO. Lagasse joined from Avangrid, where he had served as CFO and controller, bringing nearly two decades of capital markets and infrastructure experience.[2][1]

Lagasse framed PIC’s purpose around the timing and availability of power: “The constraint on AI innovation and growth is the ability to firm power capacity at gigawatt scale, on an AI timeline.”[2]

Project Horizon’s campus design

The Project Horizon website describes a 559-acre campus adjacent to Longfellow Ranch, more than 25 miles outside Fort Stockton. Its undated design description combines on-site power generation with liquid cooling and regional staffing.[3]

The power design uses behind-the-meter natural gas generation on the property for day-to-day electricity, with a grid interconnection for backup reliability. This arrangement places ordinary campus generation on site rather than drawing daily load from the public grid.[3]

The cooling architecture is closed-loop liquid-to-chip: coolant circulates in a sealed loop. The website specifies non-potable groundwater within existing permitted allocations and says the campus does not draw from Fort Stockton’s municipal supply. Its statement that coolant is not consumed during operation concerns the cooling loop, rather than measured water use across the whole campus.[3]

The campus is designed to draw predominantly from the regional labor market, with workforce training developed alongside local technical training providers. The project also provides construction workforce housing and permanent operations housing.[3]

Earlier history: Poolside and CoreWeave in 2025

Project Horizon’s history predates PIC’s reported January 2026 spinout. In an announcement dated October 15, 2025, CoreWeave described it as Poolside’s planned 2 GW AI campus in West Texas. CoreWeave planned to serve as anchor tenant and operational partner for a first phase comprising 250 MW of gross power, with an option to expand capacity by another 500 MW. These were announced plans with Poolside; they do not establish delivered capacity or a continuing agreement with PIC.[4][1]

Separately, the same announcement included an agreement for CoreWeave to provide Poolside with a cluster of NVIDIA GB300 NVL72 systems containing more than 40,000 GPUs. Poolside co-founder and co-CEO Eiso Kant described the strategy as being “vertically integrated from dirt to intelligence.” The GPU cluster agreement was separate from the Project Horizon campus partnership.[4]
